Community Development
The Building Department is responsible for issuing permits and assuring compliance by City residents and builders with the City’s zoning and building codes. Building permits are required for most new construction and home remodeling projects. The Department provides information services, application review, plan review, inspection services for new construction, remodeling, improvements to existing structures, and demolitions. Please check with the City of Harvard Building Department at (815) 943-6468 prior to starting your project to review your specific needs.
Before you begin any remodeling work, erection of fences or sheds, or any work around your home, please call the City of Harvard Building Department. Besides the fact that you most likely will need a permit, we can help you proceed with safety in mind. There are dangers out there like hidden electrical lines, water pipes and gas lines that could jeopardize your health, project and/or wallet. So please call J.U.L.I.E. at 811 before you begin any work around your home or business.
It is very important to contact the City of Harvard before you begin any project. Failure to obtain a permit before work begins could result in fines and time and money spent on a project that doesn’t meet the code. Also, You may be required to obtain permission from your Home Owner's Association. Ask your builder or developer for a copy of any subdivision covenants that may apply to you. Sheds, for example, might not be allowed or require an association's approval before construction begins.
Regulated activity includes, but is not limited to: Building new buildings, Remodeling existing buildings, Creating additions, Alterations of structural, electrical, plumbing, or mechanical elements of a building, Constructing exterior decks, Installing swimming pools, Building storage buildings, Fences, Upgrading electrical service or Connecting to a sanitary sewer.
Permits attained for these types of activity allows for qualified inspections to be made to insure safety and appropriate construction. Building Inspection Information
- Building inspections require a 24 hour advance notice.
- Building Department office hours: 8:00 a.m. to 5:00 p.m. Mon-Fri.
- No office hours or inspections on weekends or holidays.
- Special office hours can be made by appointment.
